This seems to miss the point: the voters _hate property tax increases_ and won't let you do it. Exactly because the property can't leave and the tax still applies if you lose your income, the owners feel threatened by the tax increase and fight tooth and nail. The thing that makes it appealing economically makes it politically very challenging.
